When you fear the government: tyranny ensues, bondage, taxes, death...when government fears you; not necessarily peace some semblance of freedom seems to exist albeit temporary, but at least there is a balance. The people, if pushed by evil will push back; even in small numbers can unleash a force to be reckoned with!
